Graveside service for Charles Winford Parker Jr. 80, of El Paso, will be conducted at 11:00 A.M., Monday, December 14, 2020, in Rio Vista at Grange Hall Cemetery.

Charles passed away peacefully on Tuesday, November 24, 2020 in El Paso. He was born on June 18, 1940 in Rio Vista to Charles Winford and Ruby Emmaline (Rhoades) Parker. He married Nelda Lee Black on July 14, 1962 in Lubbock. Charles graduated from Texas Tech University in 1963. He worked for the United States Department of Agriculture for 39 years when he retired as the Deputy Port Director in El Paso. He was a member of First Baptist Church of El Paso.

He is survived by his wife of 58 years, Nelda Lee Parker; daughter Cynthia Ann Parker Minear and husband Daniel of Westminster, California; son Charles Winford Parker III and wife Dawn of Milford, Connecticut; grandchildren Talia Minear, Kayli Minear, Aidan Minear, Jared Minear, Riley Minear, Katherine Parker, Charles Parker IV, Falyn Minear, and Matthew Parker; Sisters Jean Gordon of Lubbock, Patsy Morris of Joshua, Penelope Parker of Belton, and Shirley Dennis and husband Terry of Belton and numerous nieces and nephews

He is preceded in death by his parents Charles and Ruby Parker, his sister Minnie Parker, and his brother Doss Parker.
