Isaac Shelton Payne passed away November 1, 2018 in Forth worth, He was born April, 7, 1997 in Mesquite to Robert Lee and Pamela Yvonne Neighbors Payne. Memorial service at a later date.


Isaac Sheldon Payne is survived by his Mother, Pamela Yvonne Payne; his Grandfather Bill Neighbors; his Uncles and Aunts: Rick & Nancy Neighbors, Randy & Paula Neighbors, Diane and Carl Westcott; and his cousins: Nathan & Nikki Neighbors, Ryan & Lydia Neighbors, Daniel & Cassie Neighbors, Matthew & Rochelle Neighbors, Andrew & Destinee Neighbors, & Joseph & Belkis Neighbors, Benjamin & Patricia Westcott, Barry Westcott, Billie & James Daley; along with numerous second cousins and friends.

Isaac is preceded in death by his Father: Robert Lee Payne and his Grandmother Esther Bernice Neighbors.
